HMRC held its annual Stakeholder Conference in London on 16 September 2025, bringing together government officials, tax experts, and business representatives. The big message this year? HMRC wants to work more closely with businesses and advisers as it modernises the UK’s tax system.
HMRC’s Three Big Priorities :
In his first major speech as Exchequer Secretary to the Treasury, Daniel Tomlinson MP set out HMRC’s key areas of focus :-
- Better services for taxpayers– HMRC is investing in more online tools so businesses and individuals can deal with their tax affairs more quickly. This has already helped cut call waiting times.
- Closing the tax gap – The government is providing more funding so HMRC can recruit 5,500 extra compliance officers to tackle unpaid or underpaid tax.
- Modernising the system – Expect more reforms aimed at making the tax system easier to navigate, though details will be worked out in consultation with businesses.
Tomlinson stressed that HMRC will be more open with stakeholders, listening to feedback and involving them in decisions.
Making Tax Digital (MTD) Moves Forward
A big talking point was Making Tax Digital (MTD) for Income Tax. HMRC acknowledged the support it has received from advisers and professional bodies in preparing for this major change. Stakeholders have played a vital role in challenging HMRC on the details and making sure businesses are ready.
During the event, HMRC also recognised the contributions of Caroline Miskin, who led the MTD project at ICAEW until her retirement this year.
